A last/lost chance to prevent Blizkrieg

In 1932 a last chance was offered to ban the very weapons that would later constitute Blizkrieg. Ironically, the future Axis nations, Germany and Japan, argued for a ban on certain offensive weapon systems. The Allies-to-be lobbyed for retaining the possibility of developing tank and aircraft carrier, the very weapon systems which were to be so disastrous to them. The failure of this last attempt at banning offensive weapons was a factor in the rise to power of Hitler.
